Dr. John J. McGlennon, Chair
Dr. John J. McGlennon has spent most of his career in the world of state and local government. He currently represents the Roberts District on the James City County Board of Supervisors. He has also served as a professor of Government at the College of William & Mary since 1974 and served as the chair of the department from 1993 to 2003.
John serves as the Virginia Coalition of High Growth Communities Chair. He holds his B.A. from Fordham University, and his M.A. and Ph.D. from Johns Hopkins University.
James S. Turpin, Lobbyist
James S. Turpin has served as a long-time lobbyist and campaign manager both in Virginia, and across the Southeast since the 1970s. He has represented industries including waste management, contracting/trades, first-responders, corrections, and various local government coalitions. He has also managed many successful state and congressional campaigns, mainly concentrated in the Southeast.
James serves as the Virginia Coalition of High Growth Communities Lobbyist. He holds his B.A. from the Virginia Military Institute and completed graduate work at the University of Virginia. He holds a certificate in Government Relations from George Washington University.
Dr. David L. Bailey, Administrator
Dr. David L. Bailey has been involved in Virginia state government since the 1980s, representing industries as a lobbyist ranging from religious institutions, charitable nonprofits, local governments, and various trade associations. He is President of David Bailey Associates, Inc. and Virginia Capitol Connections, Inc.
David serves as the Virginia Coalition of High Growth Communities Administrator. He received undergraduate degrees from Bluefield and Carson-Newman, and graduate degrees from Union Theological Seminary in New York, New York University, and San Francisco Theological Seminary.
Chris S. Bailey, Assistant Administrator
Chris S. Bailey has served as a lobbyist and consultant in Richmond since 2023. He represents clients that include various trade associations and charitable nonprofits. He also serves as an Associate at David Bailey Associates, Inc. and Editor for Virginia Capitol Connections Inc.
Chris serves as the Virginia Coalition of High Growth Communities Assistant Administrator. He holds his B.A. from James Madison University
